Yes. We recommend that you first glue down all your items with Elmer's glue before using the epoxy so that they do not move. You would want to apply a coat of Mod Podge over the photos and paper first before applying the epoxy. You can find Mod Podge on Amazon or Walmart. That will keep the epoxy from bleeding through the photos or paper.
